Katsina To Come up With White Paper Report on Shema, Others


Katsina state government is coming up with a white paper on the reports of the Commission of Enquiry that investigated and established the loss of government funds and property amounting to over N58.5b between 2011-2015.

The commission had indicted immediate past Governor Ibrahim Shema alongside top government officials that held sway at Subsidy Reinvestment Programme (SURE-P), Ministry of Local government and chieftaincy affairs/ ALGON, state road maintenance agency as well as ministry of environment, community development, special duties, Girl child and Almajiri Departments behind the missing funds.
Speaking when he received the full reports, Governor Aminu Masari said already the process of the white paper has started noting that it will equally be be forwarded to ministry of Justice for legal consideration.

He said, some parts of the report which had to do with administrative purposes will be sent to the office of the Secretary to government of state and that of Head of Service for immediate actions on those civil servants to have been found wanting.

' We believe if financial regulations were followed it wouldn't be like this, natural mistakes are bound to occur but what we have seen since we came cannot be attributed natural mistake, but deliberate actions of individuals' he said

Earlier, the chairman of the committee Barrister Ado Maaji had told the governor that there was an increase of about N3b which now puts the final figure of missing funds as N58.5b as against N55.6b the  from the interim report.

He said, Most of those mentioned in the 13 memos before it refused to avail themselves rather choose to be running in and out of the state instituting one form action or the other against the commission.

' These wrong doings were carried out in flagrant abuse of extent financial rules, regulations and due process, all those found responsible were indicted and recommendation proffered' he said
